Aims
The Health System Research Council (HSR) aims to:
Organize, monitor, and improve the quality of problem-based research in the health system at Rafsanjan University of Medical Sciences.
Identify and prioritize the problems and needs of the health system in the region covered by Rafsanjan University of Medical Sciences.
Guide and support research in line with approved priorities.
Improve the quality of evidence-based decision-making and policy-making at Rafsanjan University of Medical Sciences.
Develop applied research tailored to regional priority needs.
Create effective communication between research, education, and executive sectors in the health field.
Improve the effectiveness and efficiency of health services through HSR research.
Definitions
- Health System Research: Studies aimed at analyzing and solving a problem in the structure, processes, and performance outcomes of the health system, including areas such as policymaking, management, health economics, health information technology, and equity in access to services.
- Client: Any university unit or health system-related institution outside the university that applies to implement a research project.
- Responsible researcher: A faculty member or qualified researcher (based on the criteria of the Vice-Chancellor for Research and Technology of Rafsanjan University of Medical Sciences) who is responsible for designing and implementing the project.
Committee Duties
Develop and annually review HSR research priorities.
Approve HSR-related research projects and allocate resources.
Monitor and evaluate the progress and quality of approved projects.
Support the application and dissemination of project results in the form of Policy Briefs and Knowledge Translation.
Hold joint meetings with executive managers to transfer results and practical exploitation.
Create a database of research priorities, projects, and results.
Regular reporting to the Vice-Chancellor for Research and Technology of the University and the HSR Office of the Ministry of Health in the form of operational plan documents.
How to hold meetings
The council meetings are held once a quarter. Extraordinary meetings will be held as necessary upon the proposal of the chairman or secretary. Meetings are valid when at least half plus one of the members are present. Decisions are valid by a relative majority vote of the members present at the meeting. Minutes are prepared by the secretariat and communicated to the members and relevant authorities after approval by the chairman of the committee.
Project approval and implementation process
Implementation Steps
1- Receiving titles and topics from clients: Clients announce their priority problems and needs to the Vice President for Research twice a year.
Note: In the event of an urgent issue outside the schedule, the client may report it directly to the Vice President.
2- Announcing the call: The university's Vice President for Research and Technology, after collecting the needs, will proceed to publicly publish the call.
Note: If a specific executor is introduced by the client, the reasons must be reviewed and, if approved, lead to the conclusion of a contract.
3- Initial evaluation and selection of researcher and project:
The researcher is selected based on the following criteria:
Knowledge and experience related to the subject (at least 30% of points) Specialized diversity of the research team (at least 10% of points) Quality of the proposal (at least 40% of the total score of the checklist) Proposed budget (at least 20% of the total score of the checklist) After selection, the contract will be concluded in accordance with the existing regulations.
4- Project implementation: The executor will take action within the specified period in accordance with the contract and in accordance with the proposal, and will send stage reports to the client and the deputy. In case of serious problems, the matter must be reported in a timely manner for decision-making.
5- Presentation of results and project termination:
To complete the project, the following documents must be submitted:
Confirmation from the client that the final report has been received and approved Document(s) related to the application of the results Article(s) accepted or published (if contractually required) Documents such as policy briefs, podcasts, or knowledge translation tools Note: If funding is provided from sources outside the university and the client agrees, publication of the article may not be required.
Financial Support
Approved projects can use the following sources:
Customer-specific credits, Research and Technology Vice Chancellor’s credits (if a researcher uses these credits, he/she must settle the account and terminate the project based on the obligations of other research projects). Internal resources of the Dean and other vice-chancellors of the university, and external sources.
Obligations and Responsibilities Obligations of the researcher
- Adhering to the principles of research ethics and the privacy of participants
- Respecting the material and moral rights of colleagues and participants
- Submitting reports according to the schedule and obligations
- Publishing results according to the contractual obligations
Responsibilities of the Vice President for Research and Technology
- Informing university units to receive needs
- Informing faculty members, staff, and students
- Accurate and timely evaluation of projects
- Signing a contract with the selected executor
Responsibilities of the client
- Submitting titles and needs on time
- Cooperating in publishing the call and preparing the call for proposals form
- Selecting the executor based on the call
- Monitoring the implementation of the project
- Reviewing and approving interim and final reports
Monitoring and Evaluation
Macro-evaluation and Effectiveness
The Vice President for Research is required to receive an annual report on the projects and their effectiveness from the clients and submit it to the Steering Committee.
Monitoring the proper implementation of the projects. The monitoring mechanism, like other research projects, is carried out through research councils, ethics, and approved university structures. All general regulations apply to these projects, except for those specifically mentioned in these regulations.
